Bacton Energy Hub​

Bacton and the surrounding area offer significant opportunity for hydrogen development, including scope for a cross-cutting energy hub that can play a major role in supporting both the region’s aspiration to become the UK’s Clean Growth Region and the energy transition needed to deliver the 2050 Net Zero target.

There is a significant market opportunity given the access to a range of low-carbon energy technologies and assets, the need to decarbonise gas supply and the requirement to ensure optimisation of renewables and nuclear production (including heat).

The core components of development of a Bacton Energy Hub include the re-use of North Sea assets for carbon storage, blue and green hydrogen production and strong collaboration with offshore wind and potentially nuclear sectors. This could be supplemented by other asset types, including battery storage, solar, wave or tidal generation, and could see innovative offshore hybrid solutions as well as land-based developments.

Our Bacton Energy Hub scoping report was our first piece of third-party funded research. We received support from the Net Zero Technology Centre, the New Anglia LEP, North Norfolk District Council, the Offshore Renewable Energy Catapult, and Opergy. We were supported by Xodus Group in the assessment of options for repurposing Southern North Sea (SNS) gas assets that flow into Bacton.

Freeport East

Freeport East’s ambition for hydrogen development is marked by a significant commitment to green hydrogen as a cornerstone for its future economic and environmental strategy.

This ambition is driven by the vision to establish a Green Hydrogen Hub across its economic area, aiming to cater to a projected demand exceeding 500MW by 2030. This demand represents 10% of the UK’s current target for green hydrogen production, showcasing the critical role Freeport East could play in the national hydrogen economy and the wider decarbonisation efforts.

Freeport East, including the Port of Felixstowe, the UK’s largest container port, is uniquely positioned to become a central figure in the development of hydrogen-enabled green shipping corridors. This initiative is in line with the global maritime industry’s shift towards clean fuels, with a significant portion of new vessel orders already geared towards multi-fuel capabilities that include hydrogen. The strategic focus on green hydrogen not only aims to decarbonise the maritime sector but also promises to support the local economy by generating skilled jobs and fostering international partnerships​​​​.

The hub’s development is further underlined by its potential impact on the logistics sector and traffic decarbonisation efforts, including investments in local hydrogen refuelling infrastructure. This infrastructure is crucial for reducing carbon emissions from major traffic flows, such as those on the A14, thereby benefiting local communities and the environment. The emphasis on green hydrogen at Freeport East aligns with broader regional initiatives, leveraging the East of England’s status as a clean energy powerhouse to drive forward the hydrogen agenda​​​​.

Hydrogen Week 2024​

For its part, as an official partner, Hydrogen East built the success of Hydrogen Week 2023 by holding a series of three roadshows in Norfolk, Suffolk and Essex, attended by over 110 people, featuring 12 speakers, with plenty of fantastic feedback forthcoming from delegates.

The events, taking place at Lowestoft’s OrbisEnergy in Suffolk, Holkham Hall in Norfolk and Colchester Rugby Club in Essex at the end of February sought to build awareness in the local business company on hydrogen, while showcasing regional development of hydrogen and next generation fuels, such as ScottishPower’s plans for a 100MW hydrogen facility at the Port of Felixstowe and Conrad Energy’s ambitions for a green hydrogen production plant in Lowestoft.

This marked the second ever UK Hydrogen Week, with the purpose to bring together stakeholders from across the UK to celebrate and promote the role of hydrogen in reaching net zero.

Power Park​

Hydrogen East undertook a high-level feasibility study to look at how existing, refurbished, planned and potential energy assets in the Lowestoft PowerPark area could be integrated to create a local flexibility hub, with hydrogen production and use at its core.

We considered how a hydrogen electrolyser may be deployed in conjunction with local renewable electricity generation to provide decarbonised fuel for local transport fleets.

The study was supported by a range of partners across both the private and public sectors.

Following release of our study, Conrad Energy redesigned its plans for its 10MW gas fired peaking plant at Ness Point, including a 2MW hydrogen electrolyser, and becoming the region’s first consented hydrogen demonstration project.

CNTC Clean Hydrogen Strategy Support

Hydrogen East identified and mapped sites of interest across a designated area of focus. Up to three sites were selected based on exacting selection criteria as confirmed by the client as potential hydrogen development sites. The information presented in the form of spatial maps and detailed report highlighting all characteristics that would present viable hydrogen development opportunities. The maps provided were accompanied with associated keys and fully written details of applicable areas of interest. These included but were not limited to potential off-takers, primary, secondary and third tier where applicable, land, landowners, land use and classification, renewable generation assets and potential, utility infrastructure including substation location and capacity, water resources, applicable significant infrastructure and new proposals in planning, key stakeholders and local strategies to inform and support emerging business cases where applicable.

The identified opportunities were presented back to the client and other stakeholders with clear outputs and recommendations to support future considerations.

Gas Offtake, Blending & Deblending study on behalf of a Distribution Network Operator

This project concluded in November 2021.

Hydrogen East mapped a range of sites in Norfolk for the Distribution Network Operator (DNO) to identify suitability and potential for hydrogen blending at Norfolk’s gas offtake points​ There were five key locations considered, the four offtake points at Yelverton, Brisley, West Winch and Roudham Heath, as well as the entry point at Bacton​.

In each case there are a range of potential local use cases that could be considered as part of further evaluation. ​ The DNO had already considered Yelverton to be the first offtake point to potentially undergo hydrogen blending of no greater than 20%​.

In combination, Hydrogen East believed at the time, that these sites provide a sufficiently firm basis for further, more detailed consideration and discussions with interested players and as part of wider consultation.

Suffolk Hydrogen Refuelling Study

Local stakeholders in Suffolk, both public and private sector, have a significant challenge ahead to decarbonise road transport. While some change can be achieved by influencing behaviours, the bulk of emissions savings will be seen by replacing fossil fuel vehicles with low/zero-carbon alternatives.

Electric vehicles (EVs) will dominate the private car sector as well the lighter commercial vehicles, but heavier vehicles, or ones with ancillary loads and longer duty cycles may suit hydrogen fuel cell electric vehicles (HFCEV) instead. Consensus is growing around use of hydrogen in transport, although uncertainty remains around the dates for commercialisation of vehicles and when cost parity with fossil fuel vehicles will be achieved. It is this uncertainty that is holding up investment in hydrogen refuelling facilities. Organisations may have difficulties in securing financing for projects or may be reluctant to shoulder all of the risk surrounding new infrastructure.

Providing shared infrastructure for multiple users is a good way to reduce costs and de-risk investment for individual organisations. However, companies do not have adequate visibility of whether neighbouring organisations would be interested/willing to join such initiatives. Our primary goal is to highlight how hydrogen refuelling points, sighted, in appropriate locations will provide a reliable and convenient alternative option to fossil fuels.
